NARPS (North American Railroad Professional Services) maintains and updates the freight tariff RIC 6004 addressing demurrage and storage charges for our nation’s railroads. Demurrage describes the charges assessed by a railroad from holding cars beyond the time allowed for loading or unloading. The purpose of demurrage is to encourage speedy unloading and return of empties to improve car utilization. The RIC 6004 includes five sections that address exceptions for demurrage and storage on Montana Rail Link that are addressed in the MRL Freight Tariff 8000-D. The sections include:
278 – Free time for cars held loading or unloading grain.
279 – Free time for cars held loading or unloading barley.
280 – Private empty tank car storage
1675 – Storage Charges in locations except Laurel and Billings
4005 – Demurrage rules and charges for coal & coal products
